Important Changes to DVSA Driving Test Booking Service

The Driver and Vehicle Standards Agency (DVSA) is implementing significant changes to the practical car driving test booking system to make it fairer for all learner drivers. These changes follow an extensive consultation process aimed at improving how driving tests are booked and preventing system misuse.

DVSA Driving Test Booking Changes 2026

Quick Summary: Key Dates You Need to Know

📅 31 March 2026 - Reduction in the number of test changes from 6 to 2

📅 12 May 2026 - Only learners can book and manage their own tests

📅 9 June 2026 - Test location changes restricted to 3 nearest centres

Who Do These Changes Affect?

⚠️ Important:

These changes apply only to practical car driving tests (Category B). If you book vocational tests (lorry, bus) or motorcycle tests using the Online Business Service (OBS), there will be no changes to your booking process.

Timeline of Changes

📅 31 March 2026

Limiting Test Changes

As previously announced in January 2026, the number of times a learner driver can change or swap their test will be reduced from 6 to 2.

Why this matters: This change aims to prevent misuse of the booking system and ensure fair access to test slots for all learners.

Action for learners: Plan your test date carefully and ensure you're fully prepared before booking.

👤 12 May 2026 KEY CHANGE

Learners Take Control

From this date, only learner drivers will be allowed to book a car driving test and make changes to their own booking.

⚠️ Important Notice:

Unofficial booking services and cancellation finder services will no longer be able to operate lawfully. Your pupils should not use these services.

Learner Declaration

When booking a test through the public online booking service on GOV.UK, learners must confirm that they:

  • Are booking only their own car test
  • Agree to a new set of terms and conditions

Bookings made through the DVSA customer service centre will require verbal agreement to these terms. Without this agreement, learners cannot book their test.

Changes to Online Business Service (OBS)

The OBS system that driving instructors currently use will have restricted functionality for car practical tests from 12 May 2026.

❌ Instructors will NO LONGER be able to:
  • • Book tests for pupils
  • • Change tests
  • • Swap tests between pupils
  • • Cancel tests
✅ Instructors WILL STILL be able to:
  • • Set availability for pupils
  • • Book other test types
  • • View financial statements
  • • View car bookings made before 12 May
  • • Send requests to DVSA
  • • Manage payment methods
Pre-funded Accounts

If you use a pre-funded account to pay for driving tests, you'll need to wait until all currently booked tests have been completed. You can then complete a form on GOV.UK to request the account closure and refund of any remaining funds.

📍 9 June 2026

Location Restrictions

From this date, test centre changes will be restricted to the 3 nearest centres to wherever the test is currently booked.

Example: If your test is booked at Centre A, you can only move it to one of the 3 closest centres to Centre A.

This prevents learners from moving tests across the country to find earlier slots, ensuring fairer distribution of test availability.

Why Is DVSA Making These Changes?

DVSA recognizes this is a significant change, particularly for driving instructors. However, the decision is based on clear evidence:

The Problem: System Misuse

Misuse of the booking system has made it harder for DVSA to offer test slots fairly. Some practices have led to:

  • Learners paying more than the official DVSA fee
  • Exploitation by third-party booking services
  • Unfair advantage for those using cancellation finder services
  • Test slots being monopolized and resold

The Evidence: Consultation Results

The consultation response was split, with strong opinions on both sides:

  • Some felt strongly that learners should have full control over their bookings
  • Others felt equally strongly that instructors need flexibility to manage bookings effectively

The Decision: Prioritizing Learners

DVSA has made a decision based on evidence showing that the majority of learners wanted full control over their test bookings. The agency has acted to:

  • ✅ Prioritize fairness for learners
  • ✅ Tackle exploitation
  • ✅ Ensure learners only pay the actual DVSA fee

DVSA respects that reasonable professionals disagree on this approach, but the decision stands based on learner feedback and the need to address system abuse.
